This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is unable to add translators during the WPML setup process at the 'translation mode' step. After selecting a user and setting language pairs, clicking save redirects back to the setup page without adding the translator.
Solution:
We recommend completing the WPML setup wizard by selecting yourself as the translator first. Once the setup is complete, attempt to add more translators following the steps provided in our documentation: How to Set Up Local Translators and Language Pairs.

If the solution provided here does not resolve your issue or seems irrelevant due to being outdated or not applicable to your case, please do not hesitate to open a new support ticket. We also highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. I am trying to setup WPML. I am stuck on step 4 'translation mode'. When I click on 'add a translator' a box opens which asks me to 'select an existing user and set as translator'.

When I select a user it then asks me to set language pairs. But once I do that and click save I am taken back to the WPML setup page and nothing has apparently changed. No translator has been added and I can't click continue.

I have tried this with multiple users of the site.

I can click on 'only myself' but I need other members of the team to do the translating.

Hi there.

Sorry, there was an issue with the live chat and I was not able to join our live chat session.

This issue that you are experiencing sounds pretty strange and my guess is that there might be some kind of conflict between WPML and (at least) one of the active plugins, the active theme, the current server settings, or the current browser extensions. But let's try something else.

Select yourself as a translator and continue with the wizard until you finish it.

Then, after the WPML setup wizard is finished, try to add more translators as explained here:
