This thread is resolved. Here is a description of the problem and solution.

Problem:
The client was experiencing an issue where a cogwheel icon appeared and persisted after translating a page using WPML, preventing visibility of the changes.
Solution:
1. We recommended updating WPML to the latest version, 4.8, and checking if the issue persists.
2. We identified that the site was getting blocked, which interfered with the completion of translations. We suggested deactivating the Ultimate Member - reCAPTCHA plugin and the cache plugin to resolve the issue.
3. After testing locally without these plugins, the translation worked correctly. We advised the client to try the same on their site.
4. If the problem reoccurs, we recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that the latest versions of themes and plugins are installed.

Disable the module? Clear the cache? Re-enable the module?

It seems it was a cache issue. I didn´t deactivated any plugin.
