This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is trying to link a page that is a translation of another page but cannot find the 'Connect with translations' button.
Solution:
We recommend checking the secondary language page in Edit mode, as the 'Connect with translations' link should appear there, not on the default language page. In this case, the secondary language seems to be French, so the client should open the French version of the page in Edit mode to see if the link is visible.

Hi,

Thank you for contacting WPML Support. The 'connect with translations' link appears on the secondary language page rather than the default language page. It seems that your site's secondary language is French. Could you please open the secondary language page in Edit mode and check if that link is visible?

Thank you

Thank you - it shows up on the secondary language. I suggest you add it to this note to the support page for future users: https://wpml.org/forums/topic/connect-with-translations-feature-not-showing-up/

Thank you for the prompt response
