This thread is resolved. Here is a description of the problem and solution.

Problem:
The client was unable to register WPML on their site due to a cURL error 56, which indicated that the connection through the proxy was failing with a 403 response.
Solution:
We advised the client to contact their hosting provider to obtain the necessary proxy configuration details. Specifically, they need to know how to set up the WPML plugins to connect to our servers at wpml.org and ate.wpml.org through the proxy.

If you're experiencing a similar issue, we recommend you contact your hosting provider to learn how to configure your proxy settings to allow WPML plugins to connect to our servers.

Please note that this solution might be irrelevant if it's outdated or not applicable to your case. If so, we encourage you to open a new support ticket for assistance. Hi,

Here is the information I received from my hosting provider:

External web services are not directly accessible; connections must be established via a proxy, and flows must be defined and authorized in advance.

Information about the proxy can be found here:

Therefore, you must configure plugins or the framework for proxy access.

Then, you connect to the web portal hidden link using the access codes (FTP) and set the proxy rules (menu / proxy rules/) necessary to authorize the appropriate outgoing connections.
