This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is unable to de-register a domain key from WPML due to different subscriptions and the vendor being unreachable. The client needs guidance on how to facilitate the de-registration of the key/domain.
Solution:
We recommend confirming ownership of the domain by sending an email from an account associated with that domain, such as user@example.com, and providing proof of domain ownership. Once you have prepared this, please inform us about the domain in question and the previous WPML user who registered the domain. You can then submit your request to our admin team through the following form: https://wpml.org/home/contact-us/contact-form/

If this solution does not apply to your case, or if it seems outdated, we highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Can you please share more info on what is the domain in questions and from which account it should be removed?

Do you have access to that domain website and can confirm ownership of the domain?

Dear Team,

Thanks for the quick response,

The domain ownership resides with our organisation; however, the hosting is currently managed by a third-party vendor. At present, we are unable to reach this vendor to proceed with the decommissioning or transfer of the domain registration.

Can you provide guidance on how we may resolve this issue?

You will need to confirm ownership of domain, by sending an email from email account that has that domain email, for example user@example.com and providing some confirmation od ownership of domain.

Please let us know what domain is in questions and what previous WPML user registered domain.
