[Closed] Editor user role can't open translation dashboard

Background of the issue:
I am trying to give editors access to the translation dashboard. The issue can be seen at this link: hidden link.

Symptoms:
When attempting to access the translation dashboard, I see 'Items loading...' keeps spinning instead of the expected dashboard.

Questions:
Why can't editors access the translation dashboard?
How can I resolve the issue of the spinning 'Items loading...' message?
