Background of the issue:
I am trying to translate Elementor Templates from Swedish to English using WPML on my site hidden link, which should be translated to hidden link. I have attempted to remove the translation job and add it again, but it did not help.
Symptoms:
Elementor Templates are not getting translated and are stuck at 'translation assigned to local translator'.

Why are my Elementor Templates not getting translated?
How can I resolve the issue of translations being stuck at 'translation assigned to local translator'?

Have you tried translating the template from WPML >> Translations?
Please follow these steps after creating a full site backup, and then check if the bug still exists:
1) Upgrade to the latest version of WPML (4.8.1 series).
2) Make a small edit to the content of the template in the original language, then update it to refresh the translation settings.
3) Go to WPML >> Translation Management dashboard and try translating the template again: https://wpml.org/documentation/translating-your-contents/#using-wpmls-translation-dashboard
Thank you for the updates. Please try the following troubleshooting steps after a full site backup {mandatory} and make sure the issue exists or not.
1) Go to WPML >> Support page, click on the Troubleshooting link (blue link in the middle of the page)
2) On the Troubleshooting page, please click on the following options of the *Clean up* section. Wait for confirmation of processing after each one.
- Clear the cache in WPML
- Remove ghost entries from the translation tables
- Fix element_type collation
- Set language information
- Fix WPML tables collation
- Assign translation status to duplicated content
- Fix terms count
- Fix post type assignment
- Cleanup and optimize string tables
- Synchronize local job ids with ATE jobs
- Synchronize translators and translation managers with ATE
