The error talks about an error 426 which usually happens when you have HTTP protocol calls instead of HTTPS ones, so if you are running a local site that doesn't have an SSL yet, you might want to add it or simulate an HTTPS protocol to have things working.
That error is not coming from WPML per se but from the browser and is a server-side request, so your hosting company might be of help here, they mght be able to tell you what is being called incorrectly.

If you have a server-side cache, flush + disable it to see if by any chance that helps and maybe go to WPML > Support > Troubleshooting and look for "ATE", there should be 1 or 2 buttons mentioning "synchronizations" that might also help here as well.
Additionally, you can try with WPML plugins only first to check if it is really coming from WPML. Sometimes there may be a conflict, since all plugins/themes utilize the same/shared WordPress ecosystem. Remember to take full backup of your website and database first, in this case.
If SSL issue (originally reported in this ticket) has been fixed, then I'll advise to report the slow issue separately. So it gets proper attention and handled accordingly.
