Background of the issue:
I am trying to set the Japanese site to be in the same layout as the original site (English). I followed the instructions to translate everything (make a copy except for pages and post) in the Translation Manager. After I translated the Font Family and Font Face the problem happens.
Symptoms:
Different fonts between sites, with the Japanese site sometimes showing the correct font.
Questions:
Why are the fonts different between the English and Japanese sites?
How can I ensure the Japanese site uses the same font as the English site?
Usually Font Families are not translated, how did you translate them exactly? Which fonts are you using? Please consider not all fonts have a Japanese script.

As I have understood from the video, the issue also happens in English language, which is your default, so it could be the issue is not related to WPML.
Can you please try to disable WPML plugins and check if the issue still happens? If so, please also try disabling the cache plugin, might be causing some problems.
I have no cache plugin active. I have also manually delete cache. I cannot disable WPML plugin because the site is live. Everything happened after I translated those elements with WPML.
I understand but WPML does not affect or change any settings for the default language.
Can you please confirm this is related to WPML? Nothing will happen if you disable WPML for a moment, but just in case you can use the Updraft plugin and make a backup.
Then check if the issue still happens when not using the WPML plugin and in the default language. If yes, I am afraid then the issue is not coming or is being caused by WPML. It would be difficult for us to check and debug issue that is not caused by WPML; maybe best to then check with plugin font/theme support.
Anyway please check first and let us know how it goes.
