This thread is resolved. Here is a description of the problem and solution.

Problem:
The client has finished translating all the pages but cannot find an option to publish them.

Solution:
We recommend checking WPML -> Translations to see if you can edit your translation there and then publish them. Alternatively, for bulk actions, you can go to the pages listing, switch to the secondary language in the admin top bar, select all pages, and edit them in bulk by changing the status from draft to published.

If this solution does not apply to your situation because it might be outdated or not relevant to your case, we suggest opening a new support ticket. We also highly recommend checking related known issues, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Is there any documentation that you are following? no

Is there a similar example that we can see?

Hello there,

If you access WPML -> Translations, are you able to edit your translation in there and then publish them?

Alternatively, if you want to do it in bulk, you can access the pages listing, switch to the secondary language in the admin top bar, select all pages in there and edit them altogether changing the status from draft to the published.
