Thank you for contacting WPML Support. To achieve it, first you need to return assigned credits from the production site to your WPML.org account and then you can assign those credits from your WPML.org account to the staging site. The steps will be as follows:

1. Go to the WPML.org account page: https://wpml.org/account/
2. Click on the Add/Remove credits button as you can see in the attached screenshot.
3. It will display a popup and click on the “Remove Credits” button.
4. Enter the number of credits that you want to move from that site to your WPML.org account.
5. Press the Remove Credits button.
6. After that you can assign them to your staging site.
7. You should be able to follow the same steps when you need to return credits from staging site to production site.
