Problem:
The client purchased WPML and downloaded the OTGS Installer 3.1.3 but found no executable file, only several files and directories, and is unsure how to proceed with the installation.
Solution:
If you're experiencing confusion with the installation of WPML using the OTGS Installer, here are the steps to follow:
1. Download the OTGS Installer plugin.
2. Go to your site's backend.
3. Navigate to Plugins > Add New > Upload.
4. Select the zip file containing the OTGS Installer plugin.
5. Install and activate the plugin.
6. Once activated, the OTGS Installer will assist in installing the main WPML plugin.
7. After the main WPML plugin is installed and activated, the OTGS Installer helper plugin will automatically disable itself, and you can remove it.

Background of the issue:
I just bought WPML and got redirected to the downloads page. Downloaded OTGS Installer 3.1.3 for 'Quick and Easy Installation'. One ZIP directory saved on my computer.

Symptoms:
No executable file, no nothing. Just several files and few directories. This doesn’t look like 'quick and easy installation'.

Questions:
What is the step-by-step process to install WPML using the OTGS Installer?
Is there a step-by-step installer that will help me without requiring manual installation of everything on some server file by file?

The OTGS Installer is just an installer-helper type of plugin and you can read more about what it can do here:

So yes, you can download it and then go to your site's backend > Plugins > Add new > Upload > select the zip file with the OTGS Installer plugin > then install + activate it.

After the plugin gets activated, it will help you to install the main WPML plugin.

When the main WPML plugin will be installed + activated, the OTGS Installer helper plugin will be automatically disabled and you can remove it after that process.
