This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is experiencing inconvenience due to the automatic translation credit limits on their Pay As You Go subscription, which is set at 195,000 credits and 100 euros. They are using around 1 million credits per month and are looking for a way to increase these limits.
Solution:
We explained that there are two safety limits in place for Pay As You Go subscriptions: 100 euros and 4,000 euros. These are designed to prevent accidental overspending and to protect against fraud. When the client reaches the 100 euro limit, they must manually pay this amount, which will then be deducted from their monthly bill.

Thank you for contacting WPML support, I'd be happy to help you with this issue.

To go over the first limit, you have to pay for that. Please go to WPML > Translation Management > Select a/some posts and send it to automatic translation to use more credits but below 5000 credits. The total should be under 200k (196-197k) and click on the Details link (below the pricing) to pay for the used credits.

Note: the limitation is applied to all Pay As You Go subscriptions but applied one time only. Once you go over the limit, you won't see it again.
