Changing the languages on my website from en_US and fr_FR to en_CA and fr_CA without having to redo all translations. What's the best way to proceed ?

You'll have to create new custom languages for fr_ca and en_ca, then duplicate the content from the originals English and French to the new ones. After this you can remove the old languages.
