The permalink of the site is postname. Do I have to change that to year month postname ?

Hi there.

1. It is up to you if you want to keep the post name or if you also want to have the date in the URL. I usually use just the post name.

2. Yes, eval needs to be active as mentioned here:
https://wpml.org/home/minimum-requirements/
