This thread is resolved. Here is a description of the problem and solution.

Problem:
If you're experiencing issues with creating a new layout in the Avada theme library while using the WPML plugin, such as the layout not appearing in the Avada builder after saving it to the library, we understand this can be frustrating.
Solution:
We recommend trying to replicate the issue on a sandbox site that we've provided. This site already has WPML and Avada installed, so you can easily determine if the problem persists in a clean environment. Here are the steps to follow:
1. Log in to the sandbox site provided by us.
2. Attempt to create and save a new layout to the library using the Avada builder.
3. Check if the layout appears in the Avada builder when trying to re-import it.
If you're unable to replicate the issue on the sandbox site, it suggests that the problem may be specific to your site's environment. In such cases, it could be a conflict with another plugin or a server-side issue, such as security settings.

If this solution doesn't look relevant or if you continue to face the issue, please open a new support ticket with us, and we'll be glad to assist you further.

It seems that the WPML plugin is blocking any attempt to create a new layout (Post type and others) in the Avada theme library.

Here is what the problem is: I have just created my first post on a newly created website hidden link
(add new post) and saved the new layout to my library by using the Save Page Layout on the Avada builder option. Next, I'm trying to re-import it from my library (Add new post - Library - Templates ) and I don't see it. Mind you that this previous save actually shows up in the Avada library but the Avada builder doesn't see it. See attached images.
Clearing the cash, on both the browser and the website doesn't help. Disabling WPML from the network actually resolves the problem allows these templates to show up and to become usable.

Thank you and apologies for this late reply. With further investigation from my end it seemed that the SiteGrounds's built in security plugin was the cause of the issue.
