As far as I checked, the Essential addons don't have the feature to create a Header and Footer. Can you please share which plugin you have used to create the Header and Footer?

Thank you for your clarification. Kindly be informed that this plugin is not yet listed in the compatible plugin list of WPML. Therefore, the issue you're having might be a compatibility issue.
However, to investigate further, I installed the Royal Elementor Addon plugin in my development environment and found that this plugin is tightly integrated with the Elementor builder. It is not possible to access the Header post from the default WordPress builder. Also, since they have modified the default post list section, the option to add translation is not showing there.
For now, the Header and Footer template can only be translated by taking the manual translation approach. I covered the entire process in a video. Please check the video for a better understanding: hidden link

This is my website, I created with ShineTheme, they said they help and support for WPML integration, and WPML is compatible with their theme, they even have a documentation for WPML integration, but when I follow the step and everything to change the languages, the languages changed successfully, but when I switch to other languages, my custom header, my setting, my price, picture, alot of thing all disappear, you can check it above the link I place.
We spent months to upload all the data... but now we need to re-upload again for every languages switched ?... I try to contact their support, but seems useless...very bad experience with their support... I really need help with this... can you please help me...?
Glad to hear that you're happy with the support. The Traveler theme by Shinetheme is indeed compatible with WPML. But, as per our support guideline, we are allowed to discuss one issue per ticket. Since the issue that you mentioned in the last response is different than the issue reported initially, I kindly request you create a new ticket mentioning the other issues.
