A moment ago when I first loaded the page, the page title included "page not found". Now I don't see that message, maybe because I clicked on "Edit Page", even though I didn't save anything.
The theme will throw errors in certain cases where mandatory/required fields are missing.
Would it help to switch to a stock theme during testing, to make sure that the translated fields are syncing properly?
Obviously the content won't display properly if we use a stock theme, but it might help you to check whether any errors are appearing on the back end of the site regardless of theme.
You can also feel free to deactivate as many plugins as you'd like. This is a test site, not a production site.
Lastly, please let me know if you'd like me to reset this test environment, in case things have gotten too broken and you'd like to try again with the original setup and production content.
For example, you might deactivate all of the plugins except for the WPML plugins, ACF, and ACFML, and then see whether translations still malfunction using the normal method of using the translation queue.

Is it possible to troubleshoot this without creating duplicates of pages, or is that part of your troubleshooting?
We normally do NOT duplicate pages. We simply take pages and use the WPML translation manager to send the items for translation as part of the translation queue.
I have feedback and our 2nd Tier Support is requesting a copy of the site. Are you able to send over a copy of the site along with the database? I will then try to import it into our dev site for further investigation. You can upload the files into dropbox or google drive and share the link with me.
