This thread is resolved. Here is a description of the problem and solution.
Problem:
The client was seeing a "wpml string translation is attempting to write .mo files" notice at the site dashboard even though the wp-content/languages directory was writeable.
Solution:
It was just a stuck notice and was removed by following the steps from this thread:
