This thread is resolved. Here is a description of the problem and solution.
Problem:
The client is trying to review translated pages and noticed that the tool at the top is also translated into the language of the page, instead of staying in English.
Solution:
We explained that this behavior is expected, as the admin top bar changes to the language of the site's front end when viewed in a secondary language. This is because it is assumed that the person reviewing the translation will understand the language. Additionally, we provided a tip for approving translations in bulk without reviewing each one individually. This can be done through WPML->Translation Management, by selecting the translations and approving them all at once.
