This thread is resolved. Here is a description of the problem and solution.

Problem:
If you're experiencing issues with the ampersand (&) symbol being removed from URLs in the Advanced Translation Editor, this is due to a known issue affecting the new layout.
Solution:
We recommend opening the Advanced Translation Editor, clicking the settings in the top right corner, and switching the UI to use the old legacy layout. This should resolve the problem temporarily until a permanent fix is deployed.

Please note that this solution might be outdated or not applicable to your specific case. We highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. If the issue persists, please open a new support ticket.

Hello,

We currently have a known issue where the Advanced Translation Editor removed ampersand symbols on URLs. This only occurs on the new layout.

Our development team is already working on a solution.

In the meantime, please open the Advanced Translation Editor, click the settings in the top right corner, and switch the UI to use the old legacy layout.
