This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is unable to confirm translations for two pages using WPML and receives an error message stating: 'This action does not apply to any of the selected translation jobs'.
Solution:
The error occurs because the client is attempting to approve translations for jobs where one has not been translated yet and two have already been completed. Approving translations is only applicable to automatic translations. We recommend reading about WPML's automatic translation process at https://wpml.org/documentation/automatic-translation/ and specifically about reviewing translations at https://wpml.org/documentation/automatic-translation/how-to-review-automatic-translations-on-your-site/.
If this solution does not apply to your case, or if it seems outdated, please open a new support ticket. We also highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. What does the error message mean?

Hi,

You are trying to approve translations to 1 job that has not been translated yet and 2 jobs that have already been completed. So it is obvious that you can't approve those translations. Approving translations is only for automatic translations.

You can read about WPML's automatic translation here.

https://wpml.org/documentation/automatic-translation/

And specifically about reviewing translations here.

https://wpml.org/documentation/automatic-translation/how-to-review-automatic-translations-on-your-site/

I think you might not have understood what this action means.
Please tell me what you are trying to achieve so I can help further.

Regards,
Itamar.
