I am trying to translate image captions and alt text on images that were added to a post via a gallery field using Advanced Custom Fields. Is that not possible?

I suspect you need to set the respective gallery field to Translate. You can do it in WPML → Settings → Custom Fields Translation.

Or in WPML → Settings → Custom Fields Translation, activate the option "Show "Multilingual Content Setup" meta box on the post edit screen. ", save and return to the post editing screen where you have added those. Scroll to the bottom and find the custom fields related to the post.

You may need to add tiny changes to the post, save it, and check the translation.
