This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is experiencing an issue where translations never reach the "Completed" status, even though they are 100% complete. The client suspects it might be related to a process in the admin bar that never finishes.

Solution:
We recommend the following steps to ensure the translation process is correctly followed:
1) Edit the page in the default language.
2) Make a minor change and update the page to refresh the translation settings.
3) Go to WPML>>Translation Management Dashboard.
4) Select the page you want to translate or update the existing translations.
5) Send the page to the Translation Basket.
6) Navigate to WPML>>Translation Management>>Translation Basket.
7) Assign the translation to yourself and send it for translation.
8) Go to WPML>>Translations queue and translate the page by clicking the *Translate* button.

My issue is that whenever I try and save a translation where the page used one of those fields it never gets to "Completed" even though the translation is 100% complete. I figure it might be because that thing in the admin bar never finished its process with the related field so these can't be updated. That's just a guess.

Welcome to the WPML support forum. I will do my best to help you to resolve the issue.

Just to make sure, does it happen with multiple pages? Please try the following steps and make sure the issue exists or not.

1) Open the Page for edit in the default language
2) Make a minor change in the page and update it(to refresh the translation settings)
3) Visit WPML>>Translation Management Dashboard
4) Choose the Page you want to translate or update the existing translations
5) Send it to Translation Basket
6) Visit WPML>>Translation Management>>Translation Basket
7) Send it for translation, by choosing yourself as a translator
8) Visit WPML>>Translations queue and translate the page by clicking the *Translate* button

Reassigning it to myself fixed the issue.
