Using default language menues in new WPML language

I am using WPML for language management. Symptoms: When publishing Swedish language posts/pages, the default Norwegian language menus do not show up, such as in the footer of the page. Questions: How can I set up WPML so that the existing Norwegian language menus appear on Swedish language posts/pages? Is it possible to avoid maintaining a separate set of Swedish language menus?

Background of the issue:
