This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is attempting to use Fluent Forms to build a multi-step form and wants to support multiple languages using WPML. They are concerned about the workload involved in maintaining separate forms for each language and are inquiring about the possibility of configuring WPML for multiple languages around a single form or if there are any hooks available for a custom-coded solution.
Solution:
We recommend that the client contacts the Fluent Form plugin author and encourages them to join our Go Global program, where we can assist in making their plugin compatible with WPML. As for using hooks, it may require a more complex solution than just translating and connecting translations, as the forms need to use the same shortcode and display the correct language translation. However, the client can explore the possibility of creating a solution using the switch language and translate string hooks.

If this solution does not seem relevant, please feel free to open a new support ticket in our support forum.

We are trying to leverage fluent forms to build a multi step form that we would like to create multiple language support for via WPML However, we've found that the only way to do this currently is to create multiple Fluent forms for each language. This will multiply the amount of work that it takes to maintain these forms. Are there plans to add support for WPML to be configured for multiple languages around a single form in the near future and if so what is the timeline for this feature? If this is not planned for the immediate future are there hooks that we could look into that may help us custom code a solution for this?

Hello,

thanks for contacting us.

As for Fluent Form, the best would be to contact plugin author and ask them to join our GoGlobal program and we will be glad to help in making their plugin compatible.

As for some hooks, I am afraid it would require a bit more complex solution then just using some hooks to translate and connect translation, as they need to be using same shortcode and print translation depending on the language.

But you can try to create some with switch language and translate string hooks, please check:
