This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is unable to add new translations using WPML on their development website. Despite existing translations working correctly, any attempt to add new translations, such as German, results in a failure with the message that WPML tried to translate the page three times and failed.
Solution:
The issue is due to an operational disruption with Amazon Web Services (AWS), particularly affecting services hosted in the N. Virginia region. This disruption is causing certain services to be impaired or unresponsive, which impacts the functionality of WPML. We recommend monitoring the AWS official service health status here: https://health.aws.amazon.com/health/status. We have contacted AWS Support for urgent mitigation and are actively monitoring the situation. We will provide updates as they become available.

If this solution does not resolve your issue, or if it seems outdated or irrelevant to your case, we highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Should you need further assistance, please open a new support ticket at WPML support forum.

Background of the issue:
I am trying to add new translations to a development website using WPML. Existing translations for other languages are already in place and working fine. However, when I try to add a new translation, such as German, WPML fails after three attempts.

Symptoms:
The translation job fails repeatedly with the message 'WPML tried to translate this page three times and failed.' This happens for any new translation I try to create, regardless of the language.

Questions:
Why does WPML fail to add new translations?
What steps can I take to successfully add new translations?

Hi,

We are currently experiencing an operational issue with Amazon Web Services (AWS) that is impacting several key services. The disruption primarily affects resources hosted in the N. Virginia region, resulting in certain services being impaired or unresponsive.

You can review AWS’s official service health status here:

Our team has already engaged AWS Support and requested urgent mitigation of the issue. We are actively monitoring the situation and will continue to provide updates as they become available.

I will update this ticket as soon we get a confirmation from our Systems team about this.

Could you please open any page where the issue occurred and resave it? This should trigger the creation of a new translation job. AWS has restored their services, so everything on our end should now be functioning as expected.
