This thread is resolved. Here is a description of the problem and solution.

Problem:
You are experiencing issues with translating the header and footer in Elementor using the Multilingual Blog plan. The header and footer only work correctly for the last published language version.

Solution:
We recommend upgrading to the Multilingual CMS license, as the Multilingual Blog plan does not support translations of page builder content like templates for headers and footers. For more details on the features supported by different licenses, please visit WPML Licensing Page.

Background of the issue:
I'm trying to make the header and footer on Elementor work properly. I'm using the Multilingual Blog plan and I'm translating manually my website. It worked fine on the pages. But when it comes to the header and footer (that are made from a theme template) it doesn't work. Link to a page where the issue can be seen: hidden link

Symptoms:
The only version that works properly is the last version I publish. For example: if I publish the English version last, the Portuguese version will break. The same happens with the footer.

Questions:
Why does the header and footer only work for the last published version?
How can I make both language versions of the header and footer work simultaneously?

Please note that page builder content translations like templates (header, footer and etc) are not supported in the Blog license. See https://wpml.org/purchase/#:~:text=Page%20Builders%20support for detailed features list.

You'll need Multilingual CMS license for such features.
