as our docs says, you need to choose the correct translation mode for your options page, and then even if you want to have the same value you need to switch language and resave the page in 2nd language.
Make sure you are using our addon plugin ACFML and is activated.
I understand your suggested fix, but it would seem redundant, is there anything we can do that if there's no set value for the translation we fall back to the English ones like how WPML works on articles/blogs?
