Hi. I was wondering is there a way to have multiple hreflangs and have them based off of another? For example a secondary language like /es but have another that's /es-mx that's a 100% copy of /es. Menu and pages.

Hello,

Yes, that is possible by adding a custom language.

1. Go to WPML->languages->Edit languages and add your custom language

2. Go to WPML->Translation Management -> Bulk duplicate from Spanish into the custom Spanish language

Ok, but is there a way for the /es-mx site to be a 100% mirror of /es for example? So we don't have to recreate menus, duplicate pages, and such? /es is a secondary language if that matters

There is no way to do this without manually duplicating the content. You can quickly do the duplications using WPML->Translation Management and doing a bulk duplicate from one language to another but at the moment we don't have a way to mirror is because these are secondary languages.
