This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is experiencing an issue where the English version of their site displays too many parent product categories compared to the Dutch version, despite the taxonomy hierarchy showing as synchronized.
Solution:
1. Ensure that the WPML plugin and all related add-ons are updated to the latest version, which is 4.7.1. This update includes bug fixes and improvements that might help resolve the issue. Update instructions can be found here: http://wpml.org/faq/install-wpml/
2. After updating, attempt to synchronize the categories again. If the problem persists, provide screenshots to illustrate the issue.
3. Increase the WordPress memory limit to at least 256MB to ensure sufficient resources for WPML operations. This can be done by adding the following code to the wp-config.php file:

/* Memory Limit */<br />define('WP_MEMORY_LIMIT', '256M');

You can verify the updated memory limit in WPML -> Support.

Background of the issue:
I am facing a problem with parent and child categories on my site under development. My Dutch site is working correctly, but my English site has too many parent product categories. These seem not to be synced correctly. When I go to 'hierarchy synchronisation,' it says that the taxonomy hierarchy is already synchronised.

Symptoms:
The English site has too many parent product categories, and the hierarchy synchronization indicates that the taxonomy hierarchy is already synchronized.

Questions:
Why does the English site have too many parent product categories?
How can I ensure that the product categories are correctly synchronized between the Dutch and English sites?

Please update your WPML plugin and add-ons to the latest version, 4.7.1, to benefit from the latest bug fixes and improvements. This may not necessarily resolve your problem; however, we need to work on the newest code available to troubleshoot the issue best.

You can check the latest released versions under "My Account -> Downloads" on this site. Instructions to update can be found here: http://wpml.org/faq/install-wpml/

If you do not see the updates, you might need to click the Check for updates button in the Plugins → Add New Plugin → Commercial tab.

Please remember to backup your database before you proceed.

If the issue persists after an update, please upload screenshots to show the problem. Then, please attempt to synchronize the categories once more.

Hello, I updated the plugin but the problem still remains. I have added a printscreen. On the left is the category structure of the dutch site. This one is correct. On the right is the english category structure which has to many parent categories.

I can't synchronize because it says, "The taxonomy hiërarchy is already synchronised".

1.- Could you tell me why there are many more categories in the English version than the original Dutch?

2.- Please increase the WP memory Limit. Minimum requirements are 128Mb: https://wpml.org/home/minimum-requirements/
You can add this to wp-config.php to increase WP memory:`

define('WP_MEMORY_LIMIT', '256M');

You can double-check the WordPress memory limit in WPML -> Support
