This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is experiencing an error where the Toolset plugin cannot connect to toolset.com, and the installer is unable to contact the updates server for product information and version checks. This issue may cause the WordPress admin to slow down.
Solution:
If you're encountering this issue for the first time, it might be a temporary communication problem. However, if the problem persists, we recommend adding the following line to your wp-config.php file to disable automated version checks:

define("OTGS_DISABLE_AUTO_UPDATES", true);

Additionally, you can refer to a similar issue discussed in our forums for further guidance: https://wpml.org/forums/topic/wpml-plugin-cannot-connect-to-wpml-and-toolset/
We also created a custom search URL to help you find related support tickets more quickly: Custom Search URL
If these solutions do not resolve the issue, please check the first results from the custom search and let us know if the steps shared by our colleagues help.

If the provided solution does not apply or is outdated, we highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. If you still need assistance, please open a new support ticket at WPML Support Forum.
