This thread is resolved. Here is a description of the problem and solution.

Problem:
If you've added a new language, like Spanish, and notice that the logo row is missing at the bottom of the page for the new language.
Solution:
We recommend checking the WPML > Settings > Media Translation section. Here, click on the Start button to duplicate images into the second language. This should resolve the issue with the missing logo row.

Please note that this solution might be outdated or not applicable to your specific case. We highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Hi,

Here is the new ticket. Somehow the images are not duplicated to Spanish language. I fix the issue by going to WPML > Settings > Media Translation > Click on Start button to duplicate images into second languages.
