Hello, I have created a copy and checked on localhost and it works fine, so it is mostly likely some issue / bug with current setup / server. Can you provide us staging site with FTP access, so we can further Check. We might need to be able to take 1-2 days and check and disable plugins / themes and etc. Video of it working fine in local: If you wish you can also try on another server / check server log / debug log for any clues what might be the problem.
