Problem:
The client is unable to activate the OTGS installer after reinstalling everything, including the WPML Multilingual CMS plugin. The issue seems related to permissions within the wp-admin dashboard.
Solution:
1. We identified that the problem might be due to a permission issue on the server. We recommend contacting your server administrator to ensure that the necessary permissions are set correctly for installing and activating plugins.
2. After resolving the permission issues with your server administrator, please try to access the WPML -> setup menu from the left menu in your WordPress dashboard. The initial WPML install wizard should be available, allowing you to proceed with the setup.

If this solution does not resolve your issue or seems irrelevant due to being outdated or not applicable to your specific case, we highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Background of the issue:
I try to activate the OTGS installer. First it worked but then I had to delete everything because something didn't work with the WPML plugin. So I tried to do it new. Now I can't activate anything. Link to a page where the issue can be seen: hidden link

You should be able to see the WPML -> setup menu in the left menu now. The initial WPML install wizard should be available now.
