This thread is resolved. Here is a description of the problem and solution.
Problem:
The customer encountered a problem after importing products with translations. The attributes were imported for the primary language, but were not specified for the other translations/languages. Attributes were not displayed in product translations until the product (translation) was saved manually. Additionally, there was no option to switch between languages on the attribute editing page.
Solution:
1. Attributes are not translatable by default. To translate them, you must go to "WooCommerce > WooCommerce Multilingual > Attributes".
2. Attribute terms are translatable.
In the secondary language import file, you must use the untranslated attribute name. For attribute terms, you must use the translated name in your import file.
If you imported the secondary language without attributes, you will need to manually save your translations so that WPML can sync the products and their variations.

Remember that the column must have the name of the untranslated attribute, but for each variation you must use the name of the translated term.
