It looks like you're using an End User (one-site) license. This means someone purchased a license to build your site and then transferred it to you. This license is limited to one site only and its is discounted from full price. If you'd like to register more sites, you can purchase a upgraded license from this link: https://wpml.org/purchase/.

I am completely redesigning the website and would like to activate a ‘development’ licence before transferring the licence I already have. The plan indicates that there are three licences of this type.

The three development licenses you’re referring to are included only with Multilingual CMS and Agency accounts, not with an End User (one-site) license.
Since your current license is an End User license, it can be registered on one site only, and it does not allow additional registrations for development or staging environments.
