This thread is resolved. Here is a description of the problem and solution.

Problem:
If you're unable to access your WordPress site and can only operate in recovery mode, with the frontend not working, it might be due to a compatibility issue between WPML and WordPress versions.
Solution:
First, ensure you create a full website backup. Then, you have two options:
1. Update WordPress to the latest version before enabling the latest WPML plugin version.
2. Downgrade WPML to the previous version, 4.6.8, which you can download from here. To do this, remove the current WPML plugin from your site, navigate to Plugins > Add New > Upload, and install the downloaded version.
Alternatively, you can try the WPML 4.6.10 beta version, which you can also download from the same link. After backing up your website, disable and delete the current WPML plugin, then upload and install the beta version through Plugins > Add New > Upload.

Please note that the solution provided might be outdated or not applicable to your case. We highly recommend checking the related known issues, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Can only access wordpress in recovery mode. Frontend is not working.

Hi there.

There is a known issue at the moment with the latest version of WPML when customers don't also use the latest version of WordPress.

The quick option for now, after you create a full website backup, is to either update WordPress to the latest version first, before enabling the latest WPML version of the plugin or downgrade WPML to the version before the latest one: 4.6.8

You can download it from here (https://wpml.org/download/wpml-multilingual-cms/?section=changelog), remove the current one on the site, go to plugins > add new > upload > and install this new one.

WPML 4.6.10 beta version is launched.

You can find it and download it from here:
https://wpml.org/download/wpml-multilingual-cms/?section=changelog

You can create a full website backup, remove WPML (disable the plugin + delete the plugin), then go to Plugins > Add new > Upload > upload the zip file and install it.

That should solve this issue.
