Please make sure that the said attributes are set to translatable in in WPML → Settings → Taxonomies Translation.
You can then translate your product categories, tags, attributes, and custom taxonomies from the respective tabs in WooCommerce → WooCommerce Multilingual (see attached).
I have done just that. I have added translated values but they are not showing for the German version. They default to Bulgarian. That's the entire issue.
