Tell us what you are trying to do? The website hidden link has old WPML files somewhere, so when I install WPML it tries to install Dutch as main language instead of English (like the website is now). I want to start fresh, how is that possible?

Is there any documentation that you are following?

Is there a similar example that we can see?

Thanks for contacting WPML Support. I will try my best to assist you in this matter.

I understood what you're looking for. If you delete the WPML plugin and install the plugin later, you will see the previous data as they are saved in the Database. Now, if you want to do a fresh start, please reset the WPML plugin on your site. A reset will remove WPML tables from the site’s database and deactivates the plugin.

Please be aware that the WPML reset is irreversible.

I followed the exact steps, but still the website is completely broken and all files and pages are gone :(.

Do you have an idea what to do next?

The WPML Reset will delete all the translation from the site and allows you to start fresh. That's why, you are not seeing the translated pages and posts.

Since you're looking to start from scratch, that's the reason I recommended performing a reset. If your intention is different, please restore a backup(I believe you've taken one) and let me know specifically what you are hoping to achieve. The more information you can provide, the better I can understand your situation and assist you in finding an effective solution.
