We are trying to translate pages with manual translation
We download the translation files and upload the translated version. but it does not change the transl;ation pn the page

Welcome to WPML support. May I know the details on how you do the translation?

By manual translation, do you use the steps below?

Or do you go to WP Dashboard > WPML > Translations and use the XLIFF import/export feature? (screenshot)

After clarifying that, I will need to know what you do exactly and what the result is. The reason I ask that is that I want to test the same scenario on this clean installation of WPML:
