This thread is resolved. Here is a description of the problem and solution.

Problem:
The client enabled Galician as a new language on their site but it did not appear in the list of enabled languages even after saving and reloading the page. The same issue occurred with other languages like Finnish.
Solution:
1. We suggested applying a workaround involving database tables, which can be found in detail here: https://wpml.org/forums/topic/problem-with-tables-in-the-database-needed-to-report-to-support/#post-14371621
2. We recommended creating a staging site to further isolate and troubleshoot the issue.
3. The issue resolved itself, and we encouraged the client to contact us if the problem reoccurs.

Background of the issue:
I enabled Galician (Galego) as the 16th language on my site by checking the box after clicking 'add/remove languages', and then I clicked 'save'. I expected Galician to appear in the list of enabled languages. The issue can be seen at: hidden link.
I also tried disabling another language to see if this would free the space for Galician. It did not.

Symptoms:
Even after a full reload, Galician does not appear in the list of languages and cannot be assigned to a translator. The same issue occurs with other languages, such as Finnish. Emptying the WPML cache did not help.

Questions:
Why does the newly enabled language not appear in the list of enabled languages?
How can I assign the newly enabled language to a translator?

It first seems as if it helped, Galician first appears in the list of enabled languages, but then the page reloads and it is again missing. When I uncheck the checkbox for galician in "add/remove languages", save, and then check it again, I again see the same unsatisfactory result.

Please create a staging site with a copy of the live site and share the access credentials in your next message, which I have set private. I will run more troubleshooting steps and isolate the cause of the problem.
