This thread is resolved. Here is a description of the problem and solution.
Problem:
The client moved their development website to a new production domain, but the WPML account and credits were still associated with the old development website, and they were unable to assign credits to the new production website or register a new key.
Solution:
1. Generate a new production key from the WPML account sites page.
2. Copy the new key.
3. Go to the WordPress backend, navigate to Plugins > Add New > Commercial.
4. Unregister WPML from the old key.
5. Re-register WPML with the new key.
6. To move the automatic translation credits to the new site, follow the steps in this documentation.
