This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is experiencing issues with WPML recognizing a dual domain setup as a site move or copy, which prevents translating on the secondary domain. The client is unsure how to proceed with the WPML migration wizard and license key registration.
Solution:
1. From either your primary or secondary domain, navigate to WPML → Support and click on the Troubleshooting link. On the WPML Troubleshooting page, click the button labeled 'Force-enable WPML’s Advanced Translation Editor'.
2. For the license key issue:
- Go to Plugins -> Add New -> Commercial on your website.
- Unregister WPML by clicking the 'unregister' link.
- Visit https://wpml.org/account/sites/ and delete the existing site key.
- Return to Plugins -> Add New -> Commercial on your website and click the 'register' link.
- You can add the correct key first and then follow the banner wizard to set this website as a copy.

Because the notice ist instead of prev2.fortis-group.de is a copy of fortis-group.de ...how to handle it..." it's "fortis-group.de is a copy from fortis-group.de, how to handle it".......

Using WPML on Two Domains Pointing to the Same Website
If you’ve set up your WordPress site so that two domains point to the same website, WPML might see this as a site move or copy. When WPML sees this dual domain setup, it shows you the migration wizard and stops you from translating on the secondary domain until you finish the wizard.

However, if both domains point to the same website on the same server, you should not use the migration wizard. Instead, follow these steps:

From either your primary or secondary domain, go to WPML → Support and click on the Troubleshooting link.
On the WPML Troubleshooting page, click the button labeled Force-enable WPML’s Advanced Translation Editor.

prev2 is the developer site.
Do I need to generate new keys and assign it to the developer and production site?

yes, you need to follow steps shared:

1) Go to WPML Troubleshooting page, click the button labeled Force-enable WPML’s Advanced Translation Editor.

2) Yes your both website need to be using correct licence key.

- In your website, go to Plugins -> Add New -> Commercial.
- Unregister WPML by clicking the unregister link.
- Then go to https://wpml.org/account/sites/.
- Delete the existing site key.
- Then go back to Plugins -> Add New -> Commercial on your website.
- Click the register link

1) Support > Troubleshooting (DE=Fehlerbehebung): On this page there is no button: labeled Force-enable WPML’s Advanced Translation Editor, see screenshot. Just to set back translations, which I definitely don't want to do.

2) When I scroll down to Advanced Editor Translation it just links to an nearly empty page with the migration wizard at the top.

To register the license key again on production site: can I do this step before the troubleshooting? What shall I try first?

(I have already renewed the key for developer site)

you can add the correct key first and then you can follow the banner wizard and set this website as copy.
