This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is trying to approve translations to display them on the frontend. The translation dashboard shows an "in progress" icon with a message "Spanish: Waiting for translator", but the translation queue is empty, displaying "no data". The client, operating as an Admin and assigned as a translator for English to Spanish, is unable to add themselves as a Translation Manager, and the search form for accounts is persistently blank.
Solution:
We discovered an issue with the WPML string tables, which is likely causing the problem with the translation editor. Although the usual workaround was applied to the theme's functions.php file, it did not resolve the issue. We recommend resetting WPML entirely and installing it from scratch, as there appear to be no translations started since its installation. If you have not yet begun populating the site with translations, this should not result in a loss of data. If this solution does not seem relevant to your situation, please open a new support ticket with us.

Tell us what you are trying to do?
I want to approve translations to fire them in frontend.

The translation appears on the dashboard, there is a "in progress icon" and when hovering it it states "Spanish: Waiting for translator".

Translation queue appears as empty, it shows "no data".

The website is development, I'm operating as Admin, and my account is already assigned as translator with English to Spanish pairs

There is no way to add myself as Translation Manager. In fact, the search form shows no other accounts, it is blank all the time. Anyway, not sure if it is requiered to add a translation manager to fire translations on frontdeks.

Site is on development from a long time, and I'm only testing WPML to start to populate with translations.

Could you please specify what kind of user are you using? are you the admin, editor or shop manager?

Could you please share the access to that same user?

I see that the workaround we usually recommend was already applied under your theme's functions.php file, but that didn't seem to help,

Is it possible to entirely reset WPMl and install it from scratch? as I still do not see any translations started since its installation, please let me know so that I can complete my tests,
