Background of the issue:
I want to unlock this acf field so I can translate it. Suggestion says I need to edit this field group, but editing it does not help.

One thing you can do is the following: Use initially the field group translation setting "Same Fields across all languages".

Save the changes and then switch it to expert. What will happen here is that it will first be pre-setup in "same fields across all languages" and keep that configuration in the expert mode, moving forward.

Once you have set the settings to "Expert" Mode you'll be able to modify all the fields. I'd suggest that you use the option "Copy once" on that field you want to be able to modify, that way you'll always have a value. All this is done directly inside the ACF > Field Group edit interface.

Please avoid modifying ACF fields from WPML > Settings. It will work but it's not the best way to go here.
