While logged in as an administrator, in WP Admin > WPML > Translation Management > Translation Basket, the item titled "Annual General Meeting" where Type = "Spotlight" is not available on the translator's list of pages, so he is unable to do the translation. The translator's name is Alain Richard.

1. Could you please share your Debug information with me?

The debug info will give me a lot of information about how your site is configured and will help me understand the source of the problem.
2. Please go to WPML > Translation management > Translators tab, and make sure that the user account (Which you don't see in the translation basket) is added as a Translator and has all the required language pairs to translate this content.
