Do you mean to ask: is it possible to auto-duplicate variation attributes that are missing to all languages? If so, then please check this tool to see if it does what you are asking: Woocommerce > Woocommerce Multilingual > Status > Troubleshooting > Duplicate Terms Are you asking that this be done anytime you create a new term? Or is this one-time-tool good enough? Have I well understood your question?
