This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is building a new website for Care 1 on an external server and needs to use the WPML plugin to build Norwegian and Swedish versions of the site. The client is inquiring about obtaining a temporary code or free access while constructing the new website.
Solution:
We informed the client that their subscription (Multilingual CMS) includes three production keys and nine development keys. The client can register WPML on the new site by creating a key from here, ensuring WPML is installed on the site, and then navigating to Plugins > Add New > Commercial to register WPML with the new key.

If this solution does not resolve your issue, or if it seems outdated or irrelevant to your case, we recommend opening a new support ticket. We also highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Background of the issue:
I am in the process of building a new website for Care 1 on an external server. At Care 1, we have a subscription with WPML to offer our website in Danish, Norwegian, and Swedish. I need to use the WPML plugin to build the Norwegian and Swedish versions of the site on the external server. Once I finish building on the external server, we will move the new site back to the domain hidden link.

Symptoms:
No specific issues, errors, or unexpected behavior reported.

Questions:
Can I get a temporary code or free access while I build a new website?
Can we find a solution to this issue?

Hi there.

Your subscription (Multilingual CMS) has three production keys and nine development keys, as shown in this table here:
https://wpml.org/purchase/

So you should be able to register WPML on that site by creating a key from here (http://wpml.org/account/sites), then going to that site's backend > making sure WPML is installed > then going to Plugins > Add new > Commercial > registering WPML with the new key.

I hope that you will find this information helpful.
