Can you go here (https://wpml.org/account/sites) > remove the site key > generate a new key for the same domain > copy the key > go to your site's backend > Plugins > Add new > Commercial > UNregister WPML from the old key > REregister WPML with the new key > and see if it works?
If you already tried everything I mentioned above, on WPML > Support > Installer support > can you please let me know if you see two green check icons at the top after you click the "check" button? Or are there any red X-ses instead of the green check icons?
